[Bug 1424709] [NEW] System update requires a network connection when already downloaded

You have been subscribed to a public bug:

A system update had been downloaded automatically.
The phone was then in a new area not connected to the network, but indicated an update available.
I had to connect to wifi to install the already downloaded update (there was no cellular data connection)

The update panel just showed a spinner for quite a while (>30 secs), not
sure how long before it may have timed out and reported no network.
