Bug description:
  Binary package hint: apt-listchanges

  I've had this since Hardy, but I'm running Jaunty now.

  If I use update-manager to update, it brings up an apt-listchanges
  window part way through the update.  The window stays there, blank,
  for a while while the loading bar fills up.  Then  the window closes.
  It does not display the changes or wait for the user to dismiss it.
