I'm sorry, but this doesn't appear to be an actionable bug report.  Your
bug description says you have a corrupted filesystem, but you've filed
the report against the 'shim' package, which is a bootloader than never
modifies filesystems.  I think we will need information about what
exactly broke, and how, to be able to direct this report to the right
place.
