Ubuntu using an older version of the installation media. The latest
point release of 14.04 is 14.04.1. Please try installing from that
version of the installation media and see if that resolves your issue.

Bug description:
Installing 14.04 desktop from a live session. The swap partition had
been turned off using gparted. The swap partition is one of a number
of manually set partitions on a 2 disk (HDD & SSD) install. Without
the swap partition turned off, the install script stalls at the point
at which packages should start to be installed. The system has 16GiB
of RAM.
