[Bug 1412074] [NEW] ubi-console-setup failed with exit code 2

Public bug reported:

After clicking the continue button for the timezone selection the above
message box is shown with an option to try again. Try again continously
fails, and continuing causes the installer to crash on "Configuring
keyboard". Bug #1377688 looks related.
