What kind of setup are you using? I would half-expect that for a netboot
install, given that it requires the network in the first place, it
should still be available to be used.

Is it possible if you go to another VT during the install that the
ethernet devices have changed order, and that if you were to bring up
eth1 (for example) rather than eth0 then you could get on with DHCP?

Title:
netboot no fallback to manual net config

Status in debian-installer package in Ubuntu:
  Incomplete

Bug description:
  downloaded from
  http://archive.ubuntu.com/ubuntu/dists/quantal/main/installer-amd64/current/images/netboot/ubuntu-installer/amd64/
  [ ]	initrd.gz	15-Oct-2012 16:34 18M
  [ ]	linux	15-Oct-2012 16:34 4.9M

after failing dhcp, it plows ahead without doing manual net
configuration. of course, as a result, it is unable to contact any
  mirror.
