Public bug reported:

Fyi,  I noticed the software manager failing all the time installing.  It never seems to finish anything and state on a never ending installation.  Its been forcing me to install things over the cli.
Iam thinking it might be realted to encripting the home directory.  The software manager does do the initial authentication challege but if for anotyer reason the swap file or etc. it does not pop up for another set of authentication.  If I do the installation with cli it does as it needs to.

I bet this correction if from one of those stalled installation...
