Or, to make things even easier, there's a one-line patch to fix this bug
in the Debian bug thread:

Long-term we should probably import the updated Debian package because
that's The Right Thing To Do, but I can confirm that the above one-liner
resolves this bug in Ubuntu.

When using USEDEVPTS=yes, it properly mounts dev/pts when initializing the chroot
...
I: mounting /dev/pts filesystem
...
But get a warning when taking it down that it cannot unmount, says it is not mounted
...

I: unmounting dev/pts filesystem
W: Could not unmount dev/pts: umount: /home/showard/pbuilder/build/19785/dev/pts: not mounted
