Public bug reported:

I'm using Ubuntu 15.10 dev with update-notifier-common 3.161 and if I'm
downloading a file (for example by installing flashplugin-installer) I'm
noticing that the downloaded file is not cached as it is done with
package downloads from apt. Maybe update-notifier-common could have such
a cache too.
