  update manager doesn't notify upgrade exists

Status in update-manager package in Ubuntu:
  Invalid

Bug description:
  Update manager is configured to propose upgrade to LTS only (as opposed to any Ubuntu release).
  In fact it does not.
  I had to switch to "any release" notification, then 12.04LTS has appeared.

  This is my last report for 11.10  -  upgrading
