Public bug reported:
I'm using Ubuntu 15.10 dev with libpam-modules 1.1.8-3.1ubuntu3 and in
/etc/security/limits.d/user.conf I have the entry "* - priority 10"
which causes the processes of my user normally to have a nice value of
10. But on my system is also the process /usr/lib/lxdm/lxdm-session 2
times starting while one of them starts as root with the priority
defined in the limits and the other as my user with a priority of 0.
** Affects: pam (Ubuntu)
Importance: Undecided
Status: New
