Public bug reported:

the sdsdot function in CBLAS  in ubuntu lts 12  precise (and perhaps in
newer ubuntu versions) is buggy

I am mentoring a google summer of code student who's contributing to my haskell blas and lapack binding, and in the course of writing basic unit tests the student has noticed this bug in two different linux distros!
