Not a bug. Just disable that PPA. The HTTP 404 error means “Not Found”,
and tells you that the PPA does not contain packages for the series that
corresponds to your version of Ubuntu.

Bug description:
  While installing Ubuntu 14.04, it produces an error and exits. Further information on error is as follows:
  "W:Failed to fetch http://ppa.launchpad.net/texlive-backports/ppa/ubuntu/dists/trusty/main/source/Sources  404  Not Found
  , W:Failed to fetch http://ppa.launchpad.net/texlive-backports/ppa/ubuntu/dists/trusty/main/binary-amd64/Packages  404  Not Found
  , W:Failed to fetch http://ppa.launchpad.net/texlive-backports/ppa/ubuntu/dists/trusty/main/binary-i386/Packages  404  Not Found
  , E:Some index files failed to download. They have been ignored, or old ones used instead."

  There are no network problems, and opening the link (which causes
  error) directly in the browser, it seems that the link doesn't exist.
