[Bug 1428433] [NEW] ssh nova setup script error message is incorrect

the nova ssh setup script contains this string as part of an error
message:

"Run 'nova keypair-create' to generate a key."

it should be:

"Run 'nova keypair-add' to generate a key."

The attached patch fixes the bug.
