[Bug 1428487] [NEW] dependency cycle with $remote_fs rcS init scripts

Public bug reported:

rcS init scripts which depend on $remote_fs currently cause a dependency
cycle as NFS starts too late. We fixed apparmor in bug 1312976, but
console-setup is still left:
