  manual parition new/change dialog should pre-select filetype

Status in ubiquity package in Ubuntu:
  New

Bug description:
  The manual partitioner has a new/change partition dialog when you
  click on a partition then on New or Change buttons.  It makes no
  suggestion on the disk format type.  It should suggest either the pre-
  existing format for partitions which are already formatted or the
  default (ext4) for new partitions.
