[Bug 1430648] [NEW] Ubuntu 12.05.4 apt-setup has old Release file

Public bug reported:

I've seen alot of issues with 12.04.5 Server install failing on an apt-
get update after an install. There are many solutions to fix this
problem after installation but I'm trying to use a preseed.cfg file and
it chokes on my pkgsel.

I think I have found the problem. When the installer does and apt-get
update it returns:

Mar 11 05:22:26 in-target: Hit http://vcamirror.viasat.com precise Release.gpg
Mar 11 05:22:26 in-target: Get:1 http://vcamirror.viasat.com precise-updates Release.gpg [198 B]
Mar 11 05:22:26 in-target: Get:2 http://vcamirror.viasat.com precise-backports Release.gpg [198 B]
Mar 11 05:22:26 in-target: Hit http://vcamirror.viasat.com precise Release
Mar 11 05:22:26 in-target: Get:3 http://vcamirror.viasat.com precise-updates Release [194 kB]

The server ISO's http://vcamirror.viasat.com precise Release is deemed
to be more up to date than the repo's.

The apt-mirror-setup_0.55ubuntu4.1_all.udeb package on the server ISO
has a date after the repo's

test-ubu:/tmp/usr/share/apt-setup/release-files/archive.canonical.com/precise# ls -al
-rw-r--r-- 1 root root 5922 Jun 23  2014 Release
-rw-r--r-- 1 root root  198 Jun 23  2014 Release.gpg

The repo's date is 25-Apr-2012 15:49

I think apt-mirror-setup needs to have the dates rolled back to pre Apr-2012.
The 12.05.4 files have Oct 13  2011 dates
