[Bug 1434980] [NEW] Cannot create ext4 partition during installation

Public bug reported:

When I manually create a partition, the installation hangs indefinitely
when creating the ext4 partition.  Steps:

1. run Ubiquity
2. go through to selecting the installation type
3. choose "Erase Ubuntu Vivid Vervet and Reinstall"

Happens every time.  But since that is not in the official QA, here is
another way to get the problem

1. run Ubiquity
2. go through to selecting the installation type
3. choose "Something else"
4. erase and re-create the partition

Happens every time.

This is on top of an installation from an image from a few weeks ago.
