This was a deliberate change introduced in Ubuntu 11.10:
policykit-desktop-privileges (0.6) oneiric; urgency=low
* Allow local admins to update already installed software without password.
* Update passwordless time zone configuration to GNOME 3.

Bug description:
If I click on the upper left symbol in Unity and type update to select
the update manager I do get prompted for my password to install
updates. However, if I used the symbol on the upper right to
shutdown the machine and instead select "Software is Up to Date" to
force a check to see if new updates are available or just use that
path to install updates that are available then I am not prompted for
a password. I had another Ubuntu user verify he was also seeing this
behavior.
