[Bug 1438068] [NEW] Wrong city name is displayed when setting one city as new timezone

You have been subscribed to a public bug:

Steps:
1. enter System Settings -> Time & Date
2. tap on the current time zone and enter "Time zone" page
3. enter a city name, and tap on it from filter list.

==> 
Expect:
The new city is set as the new Time Zone
Actual: 
Sometimes a different city name is shown as new Time Zone. 
It's incorrect although they may be in the same timezone. 

For example, 
enter Beijing will set Asia/Harbin
enter Tianjin will set Asia/Shanghai
enter Shenzhen will set Asia/Chongqing
....

** Affects: libtimezonemap (Ubuntu)
     Importance: Undecided
         Status: New
