  apt-get upgrade seems to spin up idle drives unnecessarily.

  In a two drive machine where sda is system and sdb is an idle data
  drive:

  apt-get update will update the necessary files and leaves sbd spun
  down.

  apt-get upgrade upgrades files on sda but also spins up sdb even
  though no updated files reside on sdb.

  
  I would only expect sbd to spin up if data needed to to updated on sdb
