Bug description:
  do-release-upgrade fails. I have checked the three suggested things,
  and as far as I know they do not apply:

  * Upgrading to a pre-release version of Ubuntu 
  * Running the current pre-release version of Ubuntu 
  * Unofficial software packages not provided by Ubuntu
