Indeed, the package bash-completion already ships a file at
/usr/share/bash-completion/completions/screen.

So yes, the issue is better suited being filed against
bash-completion. (If there wasn't such a file, it could have been
shipped with screen instead, too. But since it's already there...)

Bug description:
  Step to reproduce:

    * `screen sleep 10000`
    * press <kdb>Ctrl</kbd>+<kbd>a</kbd> and <kbd>d</kbd> to detach
    * make sure the session is listed with `screen -list`
    * type `screen -r <tab><tab>`

  The auto-completion offers to display all binaries, but should help to
  autocomplete the list of available sessions.
