It was included but it's dropped nowadays. And it's not a bug in the
package by any definition.

Bug description:
  Dapper Flight 6:

  What I do miss are the automatically installed ndiswrapper-utils to
  install the driver for my pci-wlan-card.

  Wpa is supported, that´s very good, but I can´t run my card without
  ndiswrapper.
