This bug was fixed in the package resolvconf - 1.76.1ubuntu2

resolvconf (1.76.1ubuntu2) wily; urgency=medium

  * debian/postinst: Put back calling resolvconf during configuration, to
    immediately apply it after package installation. This drops the Ubuntu
    delta introduced in LP #931335, which got broken because the postinst now
    does not call invoke-rc.d at all. (LP: #1453185)

  Fix Released

Bug description:
  Previously, updates were enabled in postinst script, but this enablement was removed in a favour of upstart service (https://bugs.launchpad.net/ubuntu/+source/resolvconf/+bug/931335).
  This worked fine till the switch to systemd - no postinst action to activate resolvconf.service right after installation, one needs to reboot node in order to get updates enabled.
