[Bug 1513122] [NEW] Fontconfig does not list a particular font file

Public bug reported:

The font I attached below is SGI Screen font by Nicholas Riley
(http://njr.sabi.net/2015/11/01/sgi-screen-fonts-converted-for-os-x/).
Fontconfig is able to query it (fc-query fontfile) but after copying to
appropriate directory and call fc-list, the font name does not show up
on the list.

Ubuntu version: 14.04.03
Fontconfig version: 2.11.0-0ubuntu4.1
