Are you booting in bios mode, or UEFI mode?  This certainly sounds like
a bug in your bios, since grub uses that to access these devices.

  Grub freezes with external usb devices connected

  Incomplete

Bug description:
  If any external input device (mouse/keyboard) is plugged into my
  computer during boot, grub fails to start (laptop freezes at logo
  display)

  If device plugged in while using grub, grub immediately freezes

  External devices work fine once booted into linux 3.19.0.28.

  Note that booting into Linux 3.19.0.30 (my latest kernel) has problems
  described at
