[Bug 1513754] [NEW] Move cloud image building further on to buildds

Public bug reported:

With the advent of POWER8, powerpc cloud images, z Series support and
ScalingStack, it makes a lot more sense for us to build all the
architecture-specific bits that we build using the Launchpad buildds,
live-build and livecd-rootfs rather than maintaining our own build
architecture.

The attached patch extends the ubuntu-cpc configuration and hooks to
create QCOW disk images (both MBR and UEFI where appropriate), root
tarballs (.tar.gz and .tar.xz), and copied-out kernels.
