No, it wouldn't; man long ago gained general support for subcommands.
All you need to do is arrange for there to be suitable text in e.g.
/usr/share/man/man1/bzr-branch.1.gz and "man bzr branch" will display
it.

It'd be nice if `man bzr [bzr subcommand]` would display the
corresponding section for the command rather than the complete manpage
of `bzr`.
