Some more info.

I run the shutdown from /etc/rc.local.

Tried to cancel it just now:

tom at swan:~$ sudo shutdown -c
Failed to talk to logind, shutdown hasn't been cancelled: Message recipient disconnected from message bus without replying

second attempt all goes well:

tom at swan:~$ sudo shutdown -c
tom at swan:~$ 

Scheduled a new one for many hours in the future:
tom at swan:~$ sudo shutdown -P 23:00
Shutdown scheduled for wo 2015-11-18 23:00:00 CET, use 'shutdown -c' to cancel.
tom at swan:~$ 

No wall messages

Status in systemd package in Ubuntu:
  Incomplete

Bug description:
  Any delayed shutdown command is never scheduled.

  In addition wall messages are not written.

  This is introduced with Ubuntu 15.10
  Ubuntu 15.04 was fine.

  I use

  echo /sbin/poweroff | at 2330

  as a work around.
