Turns out that this could actually be synced (which I had begun to
suspect) and  1.8-3 is now available in Xenial.

Bug description:
  Please merge the latest version of batik from Debian.

  In the Ubuntu changelog I found the following comment "fix upstream
  version since we're stuck with this fake upstream version until the
  next upstream release" which I guess explains 1.7.ubuntu-8ubuntu3. Now
  that batik 1.8-3 has been packaged in Debian, I think that it might be
  able to resolve this issue. It looks like not all of the patches have
  been included in Debian, so an Ubuntu-delta is probably still
  necessary.

  (The latest version of jasperreports and fop requires batik >= 1.8 in
  order to build)

  Note that the newer version of batik will require xmlgraphics-commons
  >= 2.0.1, this is covered by bug 1515358.
