[Bug 1518821] [NEW] Cannot setup a user account

How to repeat:
I. set up an ext4 by some other linux,e.g. Fedora, put your "home" into that, e.g. my name is Mike, then there is folder named "Mike" in the /home/ directory
2. install ubuntu, and say your name is "BuggyUbuntu", and set the "home" the mounting point to the one in step 1
3. There will be two directories in /home/, one is "Mike", the other is "BuggyUbuntu".
4. Add an administrator user named "Mike"
5. Change "BuggyUbuntu" from "administrator" to "standard" user
6. Log out
7. Now nice, you can never login to "Mike" because the permission problem
8. You can never change anything because you do not have any administrator, cannot even add any account
9. The only solution will be deleting Ubuntu
This is what happens in the first 10mins I was using Ubuntu. So
frustrating. Is the Ubuntu designed by idiots?
