Same rationale as bug 1519887... so I'm inclined to approve.  But it is
ftbfs for me in a pbuilder.  Does it build for you?

I'm seeing a test failure in "apitest" with errors like "NetworkError:
Couldn't resolve host 127.0.0.1"
