[Bug 1503609] [NEW] upgrader looped because of mysql problem

Public bug reported:

I recently upgraded to vivid. During update I had the problem the
process looped while restarting mysql. In detail the problem was related
to a custom configuration of mysql. The setting "log_slow_queries" was
not supported any more. The upgrader got stuck in a restart cycle
without any progress report (blinking cursor). I had to reconfigure
mysql in an other console first, so it started correctly and the
upgrader continued.

The upgrader should ignore restart errors and not stuck in a loop.
Probably it already tries to do that but for some reason the mysql
startup scripts are not reporting well.
