[Bug 1504247] [NEW] program "ubuntu-bug" missing in /usr/bin --> unable to report bugs

Public bug reported:

Fresh installed Xubuntu 15.10 beta (64 Bit).

- Firefox crashed, so i wanted to open up a bug report
- "sudo ubuntu-bug firefox" came up with an error
-- i checked against the host

--> ubuntu-bug missing
