What you are describing does not appear to be a bug in the Ubuntu
distribution.  boot-repair is not part of Ubuntu.  If boot-repair can't
repair the boot of an MBR system and asks you to break compatibility
with the installed OS by switching it to UEFI boot, that is an issue
with boot-repair, not Ubuntu.

  ubuntu doesn't start on uefi to use boot repair

  Invalid

Bug description:
  I lost win2 mbr trying to make double boot, then only usb live session
  working so I installed ubuntu again but I can't get session login,
  does't accept correct passwd. To fix win mbr I tryed to use boot-
  repair tool but as I'm in a "Legacy boot on HDD"  tool says to restar
  using it in UEFI, when I go F-10 & change to UEFI I can't start ubunto
  to apply repair tool. tks 4 help
