The version of locales that you are trying to install is not from an
official Ubuntu archive.

Unpacking locales (2.19-18) over (2.13+git20120306-12.1)

Do you happen to know where it is coming from? If not providing an apt-
clone file , 'apt-clone clone my-apt-clone.tar.gz', to the bug report
might help us sort out where the package is coming from. Regardless, its
something you'd need to take up with the provider of that package.
