[Bug 1510347] [NEW] Missing colon in root unlock prompt

Public bug reported:

After upgrading to 15.10 there is no colon in prompt for root disk password.
AFAIU it's set in /usr/share/initramfs-tools/scripts/local-top/cryptroot:291 on the assumption that plymouth will add it. But it'll not, apparently.
