Subversion 1.8 was included in Trusty.  Serf support was still
experimental in Subversion 1.6, so it doesn't make sense to enable it
there.  All current Ubuntu releases therefore are either using serf or
shouldn't be changed to use serf.

Bug description:
  subversion 1.7 supports the high-performance serf library which yields
  better HTTP/HTTPS performance than the neon library via a new http-
  library transport (ra_serf). subversion 1.8 will replace neon entirely
  in place of serf.

  It would be great for the Ubuntu package to be compiled with libserf
  for users who want to use that transport. libserf packages exist for
  all supported Ubuntu versions, so this should not be a hurdle.

  Even with serf support compiled in, it defaults to neon unless the
  ~/.subversion/servers file is updated to specify ra_serf, so there are
  no concerns for backwards compatibility.
