This bug was fixed in the package cgmanager - 0.37-1ubuntu1

cgmanager (0.37-1ubuntu1) wily; urgency=medium

  * fix nested lxc (LP: #1491557)
    - remount /sys/fs/cgroup rw in cgproxy
    - handle /system.slice/cgproxy.service when checking paths
  * add libpam-cgm package  (LP: #1491559)
