We'd like to leave opencryptoki and libica (a runtime dependency of
opencryptoki) in Universe. I'll check up on whether or not tpm-tools is
still required in the system-image seed and report back.

Bug description:
  Looking at the component mismatches report we can see that the system-
  image seed includes tpm-tools which in turn depends upon opencryptoki.
  I've opened this MIR bug re opencryptoki as I've heard that it is
  somewhat problematic.
