Bug description:
it is desired to drop the "snappy build" command and to replace it by "snapcraft snap" calls instead.
the building of os and kernel snaps use the former to create snap packages for daily builds today. the code needs to be adjusted to instead use snapcraft.
for the os snap the solution to this bug depends on a fix to Bug #1557513. for the kernel snap this switch should be possible right away.
