Hello Dimitry,
Red Hat has a s390-tools subpackage "mon_statd" that contains
"mon_fsstatd" and "mon_procd". Wouldn't it be better that you also use
the name "mon_statd" in order keep confusion low?

With s390-tools (1.34.0-0ubuntu3) mon_statd daemons are able to start manually, using binaries for mon_fsstatd and mon_procd.
But there are no services for these binaries available.
In addition also the main service mon_statd is missing also.
Please integrate these services via systemd
