Re: package name -> no because _ is illegal character in deb package
names.

Re: runtime -> ok so these will remain in a separate package then if
there is no way for the running instance to determine that outside
monitoring has been setup and is expecting events.

  With s390-tools (1.34.0-0ubuntu3) mon_statd daemons are able to start manually, using binaries for mon_fsstatd and mon_procd.

  But there are no services for these binaries available.
  In addition also the main service mon_statd is missing also.

  Please integrate these services via systemd
