I looked more closely and discussed with Sebastien, and this is actually
working as intended. In https://lists.ubuntu.com/archives/ubuntu-
devel/2015-December/039028.html the desktop team added those extra
language support to the ISO for the 8 main languages.

When I start language-selector, I do get the "incomplete language
support" message, and check-language-support has a bunch too. But this
only contains some *-en-gb and *-de-{at,ch} stuff -- the main German -de
and -de-de variants *are* already installed. I don't see a need to get a
notification about English language support in a German install, so
let's consider this intended.

Bug description:
  I did the "Non-English Live Session & Installation; No Network in
  Ubuntu Desktop amd64 in Xenial Daily" test case with the final amd64
  images (20160420.1). Installation works, but there is no "incomplete
  language support" note. I did get an update-notifier note about
  "record your encryption passphrase" though, so update-notifier itself
  seems to be working.

  /var/lib/update-notifier/ has no corresponding file, it just had an
  user.d/<something ecryptfs>.note at the first login (and that did get
  shown).
