[Bug 1573208] [NEW] Upgrade from Trusty removed unity-control-center (and installed ubuntu-system-settings instead)

Public bug reported:

My Xenial upgraded system had no working System Settings -- picking the
icon from the menu did basically nothing. If I type settings in the
Unity launcher, I get a system settings icon with a square border. When
I launch it, I get the Ubuntu Touch systems settings (ubuntu-system-
settings) app!

Turns out, unity-control-center was missing. Installing it manually
fixed the issue, but I still wonder how the mobile settings app got
installed!
