The problem was fixed after removing python from
/usr/local/lib/python2.7/.

  Unable to use apport-bug, apport-collect on Ubuntu 12.04.5 with all
  updates installed

Status in apport package in Ubuntu:
  Invalid

Bug description:
  I have Ubuntu 12.04.5 amd64 with all installed updates.
  Root filesystem does not have errors. debsums does not report any changes of system components.

  Steps to reproduce:
     run apport-collect or apport-bug

  Expected resutls:
     apport-collect or apport-bug work normally

  Actual results:
     ERROR: Could not import module, is a package upgrade in progress? Error: No module named packaging.version

  
  So I can't use neither apport-bug nor apport-collect.

  What should I do? Is it a bug?
