Bug description:
  Currently, Software Update says "Please restart the computer to begin
  using your updated software" (something I thought was no longer
  required as of kernel 4.X - but I digress).

  I wish to access the settings as there seems to be an issue with the
  update server I am connected to. So I click settings, and nothing
  happens.

  How can I access settings when I have to restart for updates?
