You can use the -d switch if you want to upgrade to 16.04 now.

  Any hints on what I should do to see 16.04? 
  update-manager is set at Notify me: for long-term versions
  If I change that to "any new version" it suggests an upgrade to 15.10
  How do I get from LTS to LTS
