I had custom plymouth theme and after plymouth update it was the reason of error.
Simply installing default theme and running:
> sudo update-alternatives --config default.plymouth
Solves the issue for me.

I'm using Ubuntu 16.04 dev with plymouth 0.9.2-3ubuntu5 and on booting
I'm seeing the error message "/sbin/plymouthd: not found" (it gets not
logged so I'm not sure about the full output).
